Preheat oven to 375°F and line a 9x13-inch baking pan with nonstick foil (or grease and flour or parchment).
Whisk together flour, cocoa powder, and salt in a medium bowl; set aside.
Melt butter, bittersweet chocolate, and white chocolate chips in a double-boiler over very low heat, stirring until melted; remove from heat.
Beat eggs and sugar on high speed until light and fluffy (about 3 minutes), then add the melted chocolate mixture and beat until combined.
Beat the reserved flour mixture into the chocolate mixture, whisk in the stout beer, pour batter into prepared pan, and drop semi-sweet chocolate chips evenly over the batter.
Beat cream cheese until smooth, gradually beat in sugar, then beat in vanilla and 1 egg just until blended.
Pour the cream cheese mixture over the brownie batter and cut through the top several times with a knife to create a marbled design.
Bake on the center rack for 25–35 minutes, until a toothpick inserted in the center comes out almost clean.
Let brownies cool uncovered to room temperature and dust with confectioners' sugar before serving if desired.
