Preheat the oven to 350°F.
Rub flour, butter, and caster sugar together until it resembles breadcrumbs.
Press the mixture into a 25 x 38 x 4 cm Swiss roll pan.
Bake for 20 minutes or until golden.
Cool the baked base.
Melt the filling butter in a heavy-based saucepan over low heat.
Add the filling sugar, golden syrup, and condensed milk to the melted butter.
Stir continuously and cook the caramel for 40–50 minutes until golden brown and it firms in cold water.
Pour the caramel mixture over the base and let it cool.
Pour the melted chocolate over the top.
Spread the chocolate evenly and let it set.
